NASeA Election 2023 – Deadline , criteria and filing procedure for various positions

This is our immense pleasure to share you all that NASeA Election Committee 2023 announced for filing the candidacy for various positions of NASeA Executive Committee for the tenure of 2023-25 ( Filing of candidacy opened at 5 PM today 25 August and will end on 2359 PM of tomorrow 26 August 2023 .

Nominations of Candidate -August 25 start 5 PM End August 26 11:59 PM

NASeA’s Election Committee invites nominations from its members to serve as Officers of the Board for a two-year term beginning September 4, 2023.

The nominations are available for the following Positions 

1. President (1)
   2. Executive Vice President (1)
   3. Vice President (1)
   4. General Secretary (1)
   5. Joint Secretary (1)
   6. Treasurer (1)
   7. Board (Executive) Members (15)

Interested members can either self-nominate or nominate by other individuals who are dues paying members of NASeA as of August 21, 2023. Nominations must be received by the Election Committee by Saturday, August 26, 2023 by 11.59 PM for consideration.

Nominations must be submitted by following the guidelines and procedures as described below.

The nominee must:
– Be a NASeA member in good standing.
– Has attained the age of 18 years by the filing deadline.
– Has been a NASeA member filing all dues by August 21 as announced.

In the case of President, in addition to the above three requirements, has served as a Board officer for at least one term (2 years)

Nomination procedures: 

 

While submitting a nomination, the following procedures must be followed:
– One individual is eligible to compete for only one position.
– A nominator can send a nomination for one or more positions.
– The following information about the nominator must be provided:
a. Name:
b. Current mailing address:
c. Valid email address:
d. Verifiable phone number:
e. Member as of August 21, 2023: Yes or No
– The position or positions being nominated must be clearly specified.

The following details for each nominee must be provided:

   e.   Verifiable phone number:
   f.    Member as of August 21, 2023: Yes or No

A statement must be provided by the nominator that, to his/her best knowledge, the nominee is eligible for the position according to the nomination guidelines described above and in the bylaws.

Deadline to submit:  Nomination must be submitted no later than August 26, 2023 by 11:59 PM.

Only nominations sent to the e-mail address above will be considered by the Election Commission. Any email with questions or comments about the nomination process and election will not be entertained or replied.

Publish of First list of Candidates – August 27, 2023 by 5 PM:

~Preliminary candidate lists will be published on Sunday, August 27th, 2023 by 5 PM

Withdrawal/Claim and Complain of Candidates – August 28, 2023 by 12 PM:

~Withdrawal/Claim and complain of candidate validity deadline for Candidates from various positions will be till Monday, August 28, 2023 by 12 PM.

Final list of candidates- August 28, 2023 by 11:59 PM:

~Final List of the candidates will be published on Monday, August 28th 2023 by 11:59 PM.

Election Campaign- August 28-30, 2023:

~All candidates are advised to perform their election campaign during this time frame.

End of election campaign- August 30:

~Election campaign ends by Wednesday, August 30 by 11:59 PM. All Candidates are advised to strictly follow this protocol.

 Election date – September 2, 2023 from 3 PM to 7 PM

~NASeA Election for Officers 2023-25 will be held on Saturday, September 2, from 3 PM to 7 PM prior to fulfilling the following obligation and guidelines set by the executive committee. As officially announced and approved by NASeA Executive board meeting held on August 14, 2023 the NASeA Executive Committee Election 2023 entire election process will be tabled to the NASeA AGM which will be held in Labor Day weekend for the ratification. Upon the approval NASeA Election for the Executive 2023-25 will be held by secret ballot. NASeA Election Committee 2023 firmly stands to reinforce the guidelines as approved by the executive committee and the By-Laws to conduct free and fair elections.

NASeA Membership Information Updates:

NASeA’s executive committee hopes that this email will find you all with your respective beautiful families in good health and in good spirits . We are writing this email to let you know about the current situation, upcoming NASeA’s convention and election for the new NASeA executive committee 2023-25 .

As per the NASeA’s bylaws Article IX ( Elections)  para 3 , every two years the president shall announce an election committee at least 75 days prior  to the election to facilitate the election  in a fair , transparent and democratic manner . The NASeA executive committee had requested the President to submit the suitable names of 3 persons for the election committee with the chief election commissioner from any former president of NASeA . President Krishna Shrestha had approached and tried his best to get the chief election commissioner accordingly well on time before 75 days but was not able to do so . Then we passed the 75 days unfortunately. We were well aware about the all time lines of election as per the NASeA’s bylaws . We did not have any intention to miss the suggested timelines for the formation of election committee and other election timelines as well but due to the above mentioned reason , we missed it . We have discussed these issues at our executive board meeting on 11 August 2023 and decided to accept these weaknesses honestly on behalf of our executive committee and inform all our life members , yearly members and all our well wishers and community members . That is why we are writing this email to you all .  Finally we have formed the election committee led by our former president Bimal Nepal as a chief election commissioner including our former president Binaya Aryal and our former Executive Mrs Bidya Gurung as commissioner on 01 August 2023.

In other hand , NASeA’s bylaws Article IX Para 1 also states that “ Election for the board officers shall be completed by the Labor Day , which is the first Monday of September” . To execute this article IX and para 1 , NASeA Executive Committee had decided on 14 August in executive committee meeting to complete the election to form NASeA new executive committee for the tenure of 2023-25 oncoming Labor Day weekend September 2, Saturday 2023 at Atlanta , Georgia . To  execute this para 1 and not to rule out other election timelines as per bylaws , our executive board had decided to take all these ground reality scenarios and issues as a proposal to the AGM on the coming Labor Day weekend before the election for the ratification . Our executive committee is confident that all our life members , yearly members and well wishers will understand this situation and AGM will rectify this proposal.

NASeA’s executive committee requests the election committee to begin all election processes accordingly to complete the election on the Labor Day Weekend 2023.

As per the NASeA’s bylaws to complete the election for the board officers on Labor Day weekend , on request of NASeA’s executive committee , Election Committee published the all time lines for election process including the deadline on 21 August 2023 to acquire the NASeA’s Membership to be eligible to be candidate or/and to vote in this election .

Please find below the announcement from NASeA Election Commission 2023 regarding all Nominations for Board of Directors and Officers 2023-2025 of Nepalese Association in Southeast America (NASeA).

NASeA Election Commission 2023 Timeline:
1. Membership Drive Valid By- August 21, 2023:

~NASeA Election committee requests all its general members to be the paid-up members of NASeA by Monday, August 21, 2023 to be the candidate and eligible to vote in this election. 2. First list of Voter publish- August 23, 2023:

~First List of Voters list publish in NASeA website. https://naseaonline.org/

 

3. Claim, Correction on Voter list- August 24, 2023:

~Any disputes, claims in the published Voters list.

 

4. Final Voter list publish – August 25, 2023:

~Final Voters List publish in NASeA website by Friday by 4 PM

 

5. Nominations of Candidate -August 25 start 5 PM End August 26 11:59 PM:
   ~NASeA’s Election Committee invites nominations from its members to serve as Officers of the Board for a two-year term beginning September 4, 2023.The nominations are available for the following Positions:
   President (1)
   Executive Vice President (1)
   Vice President (1)
   General Secretary (1)
   Joint Secretary (1)
   Treasurer (1)
   Board (Executive) Members (15)Interested members can either self-nominate or nominate by other individuals who are dues paying members of NASeA as of August 21, 2023. Nominations must be received by the Election Committee by Saturday, August 26, 2023 by 11.59 PM for consideration.Nominations must be submitted by following the guidelines and procedures as described below.The nominee must:
   – Be a NASeA member in good standing.
   – Has attained the age of 18 years by the filing deadline.
   – Has been a NASeA member filing all dues by August 21 as announced.

– In the case of President, in addition to the above three requirements, has served as a Board officer for at least one term (2 years)

Nomination procedures: While submitting a nomination, the following procedures must be followed:
– One individual is eligible to compete for only one position.
– A nominator can send a nomination for one or more positions.
– The following information about the nominator must be provided:

9. Election Campaign- August 28-30, 2023:

~All candidates are advised to perform their election campaign during this time frame.

 

10. End of election campaign- August 30:

~Election campaign ends by Wednesday, August 30 by 11:59 PM. All Candidates are advised to strictly follow this protocol.

 

 

11. Election date – September 2, 2023 from 3 PM to 7 PM

~NASeA Election for Officers 2023-25 will be held on Saturday, September 2, from 3 PM to 7 PM prior to fulfilling the following obligation and guidelines set by the executive committee. As officially announced and approved by NASeA Executive board meeting held on August 14, 2023 the NASeA Executive Committee Election 2023 entire election process will be tabled to the NASeA AGM which will be held in Labor Day weekend for the ratification. Upon the approval NASeA Election for the Executive 2023-25 will be held by secret ballot. NASeA Election Committee 2023 firmly stands to reinforce the guidelines as approved by the executive committee and the By-Laws to conduct free and fair elections.

 

12. Result announced together with Installation ceremony- Saturday, September 2^nd 2023:
